Anyone reading the Lisbon Treaty will notice the extensive references to defence and military matters. Some of these are plainly written and easily understood. Some are more obscure and need a fair degree of familiarity with what can be a pretty arcane subject. External commentaries can be useful in getting to grips with particular provisions in the treaty. Here are a couple that deal with this issue. The first is a report for the European Parliament on the Common Security and Defence Policyby the EU Directorate General on External Policies. The most comprehensive paper on all this from an Irish perspective is the former Green Party senior researcher Carol Fox'spaper published by the Peace & Neutrality Alliance. I would start at page 6
