No, that came in the 1988 budget proposed to the Dáil by Ray McSharry. It was only by around 1994 that a lot of people began to feel the positive effects of the fiscal policies implemented.

Celtic Tiger as a phrase was coined by Kevin Gardiner, an economist at Morgan Stanley in the same year in an economic paper entitled "'The Irish Economy: a Celtic tiger" published on the 31st of August.
