Agreed. The proof, if we needed any more, is the manner in which the Bank Guarantee was predictably used as a safety net for corrupt transactions that would have led to bankers being dragged handcuffed to gaol in many jurisdictions. Said bankers then coming on RTE recommending euthanasia of the old to save money. Sorry, he didn't say euthanasia, just to cut their medical card.
