The Irish greens have stated that they wish to keep to the 30% as there is very little heavy industry in Ireland.

As for how they will achieve it, no idea. They are letting those decisions until 2009. Probably Carbon Capture Storage will be pushed as Europes only alternative Rolling Eyes to climate change. Currently though Europe is loosing.
