Legal position after the No vote on the treaty

How did it happen during Nice II? The other countries' parliaments ratified the modifications?

That mechanism Diarmuid Phelan is talking about for treaty ratification (the internationally agreed (?) mechanism by which Treaties operate) - that's a provision inside the Lisbon Treaty itself, is it ? Which Article is it if it is ?

If there are new protocols or articles added for us then the Treaty will have to be re-ratified by all the seperate governments again - what a pain in the hole... the others won't do it will they or can they fast track it ?

Good God what a mess - we'll just vote Yes though next time, won't we ? They should just put one box on the ballot paper..

Martin Mansergh is reported as having said that we should not have ballot papers at all.

No that was not necessary. All that happened after Nice 1 was that the Irish government made a unilateral Declaration about neutrality. That has no legal effect on the treaty. So no new ratification process was required.

Nice 1 and Nice 2 are identical treaties.
