certain schools have so many more specials needs students than others cos they have good reputation for them, do we believe that?

There was a teacher trying to say something at the end who was cut off. They always cut people off who have an explanation for the question.

She was saying that in order to get a Special Needs Teaching post/assistants and facilites for special ed. the Dept of Ed require that there are several special needs pupils in the school - they will not fund for one or two.
So if you have a special needs child and you want him or her to have proper teaching you have to send them to a school with more special needs children.
Answer is to provide funding even if there is only one child. After a short while everything would even out. But you would have to be prepared to move the teachers too.
